WhatsApp Messaging Limits: Tiers, Quality Rating and How to Scale

By Alva Chew 5 min read Updated October 31, 2026

WhatsApp messaging limits cap how many unique customers your business can start a conversation with in a rolling 24 hours. A new business portfolio starts at 250, rises to 2,000 after business verification, and then scales automatically to 10,000, 100,000 and unlimited as long as your quality stays good and you use the limit you have. Customers who write to you first are not what the limit is about.

What the limit counts

The limit applies to business-initiated messages. These are the templates you send to start a conversation, such as a marketing offer, a payment reminder or an appointment confirmation sent before the customer has written.

It counts unique customers, not messages. Sending three templates to the same customer in one day uses one place in your limit, not three.

The window is a rolling 24 hours, so a place frees up 24 hours after you used it. There is no fixed daily reset at midnight.

The limit is set for the whole business portfolio. Every phone number in the portfolio shares it.

The tiers

Tier Unique customers you can message first in a rolling 24 hours How you reach it
New portfolio 250 The starting point for every new business portfolio.
Verified 2,000 Complete business verification.
Next tier 10,000 Automatic scaling, based on quality and use.
Next tier 100,000 Automatic scaling, based on quality and use.
Top tier Unlimited Automatic scaling, based on quality and use.

How quality affects your limit

Every template has a quality rating of green, yellow, red or unknown, set by how customers respond to it. Blocks and reports pull the rating down.

Low quality slows the growth of your messaging limit. A template rated yellow can also be paused, and a paused template cannot be sent at all.

So the way up the tiers is the same as the way to keep your account safe: send templates customers expect, to people who opted in.

Rule What Meta says
Quality rating Green, yellow, red or unknown, from customer feedback.
Yellow rating Can lead to the template being paused.
Paused template Cannot be sent.
Low quality Slows messaging-limit growth.

How to raise your limit

  1. Verify your business. Business verification moves you from 250 to 2,000 and lets you register up to 20 phone numbers instead of 2.
  2. Use the limit you have. Meta scales the limit on use as well as quality. A business that never comes close to its limit gives Meta no reason to raise it.
  3. Keep quality green. Send templates only to opted-in customers, keep marketing infrequent and relevant, and retire any template that turns yellow.
  4. Grow steadily. Build your opted-in list over time instead of sending one large campaign to a cold list. A sudden wave of blocks does more harm than a slower start.

Messaging limits and cost are separate

The messaging limit decides how many customers you can reach first. Meta’s pricing decides what each message costs. Since 1 July 2025 Meta charges per delivered message, by category and recipient country.

Marketing templates are charged per message with no free allowance. From 1 October 2026, each business phone number gets 1,000 free service messages a month, and replies after that are charged. Rates vary by country and are set in Meta’s rate cards.

What this means for your business

A new business can reach 250 customers a day with templates on day one. That is enough for order confirmations and reminders for a small shop or clinic, and too few for a large marketing campaign.

If you plan a launch or a seasonal campaign on WhatsApp, verify your business first and start sending to your opted-in list weeks before the big day, so your limit has time to grow.

Most day-to-day WhatsApp work is replies to customers who wrote to you. Those conversations are where most sales and service happen, so a low limit on business-initiated messages rarely holds back customer service.

How AeroChat handles it

AeroChat answers the customers who message you on WhatsApp inside the 24-hour window, so your day-to-day service and sales run on replies rather than templates. Broadcasts to opted-in customers are on Growth and above, and go out as approved templates.

The opt-in and opt-out workflow builds the list your broadcasts go to, with consent recorded in Klaviyo, Mailchimp or ActiveCampaign. Click-to-WhatsApp ad conversations start with the customer, which brings in new contacts without using your template sends.

AeroChat passes Meta’s WhatsApp fees through at cost.

Questions

What is the WhatsApp messaging limit for a new account?

250 unique customers in a rolling 24 hours for business-initiated messages. It rises to 2,000 after business verification.

Do replies to customers count towards the messaging limit?

Meta sets the limit on business-initiated messages. Replies to a customer who wrote to you are service messages inside the 24-hour customer service window. They are priced separately: free up to 1,000 a month per business phone number, then charged per message.

How long does it take to move up a tier?

Meta scales the limit automatically based on quality and use, and does not set a fixed date. Keep quality green and use most of your current limit to give yourself the best chance.

Is the limit per phone number?

No. It is set per business portfolio, and all the phone numbers in the portfolio share it.
