A chatbot produces replies, while an AI agent decides on an action and carries it out in your systems, which is why only one of them reduces the work that reaches your team.

Three generations, in the order you met them

Rule-based chatbot. Buttons and keywords. “Press 1 for delivery.”
Predictable, cheap, and unable to handle a sentence it was not given. Customers learn
quickly to type “agent”.

AI chatbot. A language model
answering in natural language, usually with your content retrieved first. It handles
phrasing it has never seen. It still only produces text.

AI agent. The same ability to understand, plus permitted actions
against real systems. See AI agent.

The test that separates them

Take your five most common messages. For each, ask whether a correct reply finishes the
job, or whether something still has to be done afterwards.

Customer message A reply is enough Something must be done
“Do you deliver to Jurong?” Yes
“What is your return window?” Yes
“Where is order 4412?” Look up that order
“Can I move Friday’s appointment to Monday?” Change the booking
“I want the blue one, how do I pay?” Send a payment link

Count how many fall in the right-hand column. That is the share of your volume a
chatbot cannot finish, no matter how good its writing is. For most businesses that take
orders or bookings it is the majority.

Why the distinction gets blurred in marketing

Almost every tool in this category now says “AI agent” on its homepage. The honest
difference is not in the model. At the chat application level the models available to
every vendor are close to identical. The difference is what the tool is connected to, and
what it is permitted to do there. Local payment and delivery connections are harder to
build than a good answer, and that is where products in this category actually
differ.

What to ask a vendor

  1. Which of my systems can it read, and which can it change?
  2. What happens when it does not know? Does it guess, or hand over?
  3. Where is my refund ceiling enforced, in the instructions or in your software?
  4. Can I switch it off without taking the chat down?
